Does this Scott 578 with a Pardeeville, Wis. precancel have any value other than the used stamp value? The stamp has a higher value for used than unused. Also, the PSE certificate states a bureau precancel when it should be a local precancel?

Great looking stamp and you are correct it is a local, not a bureau.

So, when it comes to collecting precancels, it seems to what I have gathered most collectors try to collect the type of precancel and not the various stamps that have the cancel on them? I would be a collector trying to collect the all the stamps the cancel was used on. Who was responsible for determining which stamp was to have a local precancel-I would imagine the postmaster at that office?

JoNo - you are probably right that these days, most precancel collectors try to get ONE of every type. However, precancel collecting is a big tent with many ways to organize. Many pick a state and try to get everything from that state - or even a town.
The postmaster would have to apply for authority to use a precancel device. Then at various times, there were different USPO rules about what stamps could be precancelled. No PO records were kept about what denominations and quantities were precancelled locally.
I collect a mix of things: types from all states, everything from AL/DE/MT/VT, pre-1922 from NJ/WA, Olympic stamps, overrun country stamps, all postage dues, 9c Franklin heads, 1918 offset and rotary. It keeps me busy!
