Help With ID Of Argentina 1935 Stamp

Hi!

I am having trouble to identify this 10c Argentina stamp. The legend refers to a 1935 Stamp Law. It also has a number I assume is a consecutive for some purpose.

Looking at the numbers on the bottom of the stamp this does not appear to be a regular postage stamp but rather a savings stamp maybe for a national health plan.

This is a fiscal stamp. Argentina has them for many different years.
