1932 Travelling Packet

This card started in Estonia in June 1932 and went via USA, Sweden, Luxembourg, Argentina and finally ended in Romania in September 1932.

Does anyone know anything about the history of these things? Who organised them? They're clearly philatelic and its number 411 indicates that it's part of a series.

Geoff, I do collect pre-1940 Baltic States but yes, my core collecting area is Africa.
