Given that it's a Romanian stamp, I doubt if it has much additional value. No offense to Romanians, but the stamps from earlier years show a lot of abnormalities, enough, I think, to make the abnormal almost normal.

Looks interesting. I don't know if it would carry much of a premium or if it is scarce. However, being a world-wide collector I could pair it with a normally printed vertical pair and put it in my collection. I would then watch for other similar examples.
