The Scott Catalog Identifier has this stamp listed as Egypt. It is an O69,O73 or O74. I'm horrible with colors online and reading Arabic numerals.

The denomination is "10".

That would make it a SC O69 or an O74 depending on the watermark. (and the color of brown)
