Evaluating Collection Pricing

As someone who wants to begin collecting Canada, I've been browsing ads in Linns and auctions on ebay, etc. That browsing has led me to a general question that I'd like you consider about the pricing of collections/lots.

Since I'm starting a new collection, assume I will be able to use every stamp in any given lot.

How would you evaluate pricing of packets, lots, etc. For example, ignoring shipping costs for now, I've found these various offers:

Canada: All-Different, Mostly-Used, Off-Paper

 #       $     per-stamp
----  ------   ---------
1000   39.95   4.0 cents
1250   69.95   5.5 cents
1300  119.95   9.2 cents
1400  127.95   9.1 cents
1500   99.95   6.7 cents
2000  199.95   10  cents

Which lot is the "better" deal? Do you consider only the price per stamp?

Considering the first and last offers, are the additional 1000 unduplicated stamps worth an additional $160? Are 500 worth $60? etc...
