Conference on Security and Cooperation in Europe

The Conference on Security and Cooperation in Europe was held in Helsinki, Finland during July 1 and August 1, 1975. Thirty-five states, including the USA, Canada, and all European states except Albania, signed the Helsinki Declaration in an attempt to improve relations between the Communist bloc and the West.
The souvenir sheet uses cogwheels and Europe map as main design, surrounded by the flags of the nations participated in the conference.
