It took the blowing up of a few postboxes to get a solution in 1953 to the problem. From that date the numerical superiority of a king's or queen's name in either Scotland or England takes precedence for example... a new James would automatically be James VIII (8th) in the whole of GB as the superior number of Scottish King James (7 in total) outnumbers the English King James (2 in total). I don't think this is Law but is a compromise solution favored by many but obviously not all.
