Unfortunately, the 13-hole M perfin is very difficult to pin down without the city in the cancel. That was a very popular perfin.

Looking at the size of the holes and their positions, I'm pretty sure that this is not the M-1-01-... used by many companies.

To me, it definitely seems more likely to be the M-1-02-01, Deutscher Provinzverlag (Deutscher Maternverlag), Berlin, used 1936-1942:

I'm trying to ID the perfin owner from a 1920 German cover. Unfortunately, there is also a heavy cancel to contend with. As best as I can tell it is VLH. This image was the best I could do for visualizing with a light source behind it. The pattern is reversed but hopefully you can make it out.
