Plate Number Scratches (Us 1385)

I don't know if this is very common, or not, but this is my most extreme example. Here, the plate number is obliterated with several lines that are not quite in line with the plate number.



When rotated and examined closer, it appears that there are (3) distinct strikes of the numbers. I've seen two strikes (kiss prints) before, but not three. Any idea how this happened?

The extra "strikes" of the plate number are tagging ghosts - the ink wasn't completely dry on an earlier stamp and was picked up by the machine at the tagging station and then redeposted onto the stamp you see.
