Scott Catalog states the overprint on RA13 being Violet and RA14 in brown, the 1940 Overprint that I have looks to be Black

It looks like a nice (very dark) brown overprint on my screen.

I see the same very dark brown on my monitor. But this is one of those things one can not really do - dark brown and dark purple are very close together and with the color variations in monitors ( and computers ) it will be very difficult.

It is definitely brown. It is normally supposed to be that dark. You can tell it's brown by comparing to the cancel, which is definitely black.

It's not violet because the violet overprint is very light compared to the brown overprint. So even if you have difficulty distinguishing between some colors, you can tell by the significant intensity difference. If it's that dark, it's definitely the brown overprint.
