From what I can tell, this is a Yugo stamp from around 1918.
But what is the extra white space at the bottom? Thanks.

The stamp looks like it's missing the horizontal perforations along the bottom edge of the stamp and includes what otherwise would be about a 1/8 to 1/4 inch selvedge at the bottom of the sheet. I collect Latvia and the stamps right after World War 1 show that error often.

The issued stamps were imperf but Michel mentions that some were perforated privately.

Specifically, it`s a Bosnia Herzegovina stamp.

Depends on the country and collector I guess. Latvian stamps such as this would sell for a premium over the regular stamp. You could always check ebay for possible prices.
