It would not be a stamp, but a label. Sort of in the same category as the "By Airmail" labels we had here in the US.

Yes, it is an express etiquette from Israel. This design is circa 1960, although I don't know the year of first use (likely in the late 1950s).

LB1, the picture has changed since it was first posted. The original picture was indeed a red express label with Hebrew at top and French below.

WildCardRob, please do not use the same name when you upload files.

The picture for which LB1 gave his reply was actually for the following thread

and matches the answer in that thread.

This is why you should not use the same filenames when uploading pictures, WildCardRob. It messes up your pictures in other threads and makes the threads very confusing -- it's difficult for subsequent readers to understand what the previous posters were replying to.

I wish you hadn't deleted your post, LB1. I found it informative. I have only seen 2 slightly different variations of the Israeli express etiquette -- both of them having the characteristics you described: red, in Hebrew & French. I was going to ask you if that applied to all Israeli express etiquettes.
