Both are pink 2c Washington postage stamps overprinted I.R. From what I can figure out from the Scott catalog, it is all about the treatment of the triangles in the upper corners. Am I correct?

That is correct. This has been treated repeatedly on this forum, some with pictures. If you search "R155" you get a bunch of posts !
