Not really. It has no characteristics of the '50's and 60's Soviet stamps I know of. Apart from that it doesn't look like a stamp at all. Can't tell you what it is though, but a stamp certainly not. What makes you think it is?

GOST 1820-56 (see bottom left of the label) was the standard cobvering matches, so, yes, it is a matchbox label showing a scene from the nicely rebuilt city of Stalingrad.
