I suspect it is a Protective Trading Stamp which was similar to any number of trading stamp premiums (i.e. S&H, Plaid, Top Value, etc.) offered to buyers of goods back in the day. A number of retailers in the Utica area used the "Protective Stamp", so that's probably why the specific city/state name is on it.
