Yes, indeed. But had the 21¢ stamp been valued at zero, I would have had a 6¢ undercharge. That was the reason I had asked.

Parcel post stamps originally were invalid for postal use until 1913 when it was approved to use regular postage on parcels. At that point the remainders of the Parcel post US set were valid for regular postage.





Also Revenue stamps were not valid for postage but some managed to make it past postal clerks.
