Canadian Stamps Without Tagging

I'm wondering if these stamps were issued without tagging deliberately. If so, why? I mean, how does it make sense to tag some stamps but not others?

Large denominations are never tagged.

Small denominations are seldom tagged.

I can think of one exception being part of a booklet with higher values that have to be tagged, so they do them all at the same time - but that's not always the case either.

I find little rationale in Canada Post's thinking.

The 14 cent Maruerite D'Youville (SC768) should be tagged GT2.

I have a 1985 booklet with a pane of six stamps - only the 34c is fully tagged, with the adjacent stamp only tagged on the left. I was very surprised to see that they weren't all tagged as, as you say, it would make sense to do them all at the same time.

Tagging is to detect postage on letters by automated machinery. Underpaid letters - with no tagging - would be expected to be ejected from the system before cancellation. High value stamps are only rarely on letters that go through automated machinery. They are on parcels or upgraded service mail that is normally hand cancelled at the post office.
