The plate that was used to print the stamp had a broken or chipped piece in it.

If there are collectors specializing in this series of stamps, yes - it could very well be. If I were you I'd hang on to this, one never knows!

The chances of this being a unique special are just about zero. So your best best is catalogues - or specialist collectors. In other words - look at what someone else has said about it, or how they valued it.
