Appears to be Wove paper at first glance but need more info to be sure. Hold the stamp and look across the surface from either side (side to side, not top to bottom). Do this while facing a light, either a window or electric light. Tilt the stamp up and down so that the light source shines across the surface of the stamp. Laid paper usually displays light and dark "lines" on the surface of the stamp. Ribbed Soft Wove Paper also displays "lines" when you perform this check. This is a check that can be done without any watermark fluid.
If you do have watermark fluid, you can dip the stamp in and the laid lines should appear.
Neither of these checks are 100% but definitely 90% or more.
