Do It Your Self Official Stamps?

Hi,
I was trying to figure out what some stamps from the Philippines are and I hit 2 that I could not ID exactly as they were marked as official, but there was no such listing in the Scott catalog.

One is like the SC#1268 Emilio Jacinto stamp, except that someone stamped O.B. on it. It looks like it was done with one of those stamps you use an ink pad with.

The other looks like the Sultan Kudarat and Flag (SC#1242) stamp, but it has official business printed on it - I can't decide if it was just typed on there by someone - but if so it did not leave a depression on the stamp.

I would post pictures but I am away from the camera right now.

Do government officials ever make their own official business stamps from stamps they have lying around? Did I just miss these in the catalog? Or is this some kind of new find?
