Can anyone read / see the writing that is on the stamp, just under black writing CENTESIMO. I think it has something to do with Roosevelt?

Set of two Sc RA28 & RA29 issued Feb.16,1949. Postal tax stamps. Black surcharge.

Sc C100, C101 are the unsurcharged airmail versions issued Sept.15,1948 part of a set of five.

I had no idea this stamp was part of a set. I would love to see photos of the rest of stamps. I had a hard time trying to find any information and photo of this one stamp online.

Is that WHEAT on the stamp? And what ever it is, why is it on the stamp? I really like this stamp. Thank you!

Sue, the stamp announces the freedom from want that FDR coined. (Is that a mixed metaphor?) The Spanish translates more literally as freedom from misery.

Suestamps, if you go to http://stampworld.com and find Panama, there is a small box on the right hand side where you can change 'postal stamps' into postal tax stamps. When you do that, go to 1949 and voila.... Here are the two stamps in the set pictured.
