It is not a test stamp, but a 'black print' (in Swedish a 'svarttryck') made entirely for philatelic markets.
Swedish black prints are provided in three ways: 1) 'only-one-copy-per-person' pre-sales (usually with big ads on Scandinavian philatelic magazines). These are usually replicas of high value/interest stamps. 2) or buy-the-yearbook-and-get-one' kind of deals 3) or as in case of this item, they are given as a gift to new issue subscribers.
The value goes hand-in-hand with the numbers printed/sold. Items belonging to category 3 are the most common and are worth what somebody is willing to pay (usually $1-2); items belonging to category 1 are usually the most sought after and valuable (anywhere from few bucks up to three digit retail price).
