It can be a prrofer but I still say it's speculation until the OP provide a scan so we can see what is written , anyone can have write anything

The expert mark appears to be that of Jan Mrňák (1903 - 1968). See http://www.filatelia.fi/experts/areasa.html or http://www.phstamps.com/ . With the latter link, open Marks and experts: Expert marks and signatures; Experts, Historic part.

Shifted overprints with this issue have always commanded higher prices. E.g. in Speciální katalog známek Československa, Protektorátu a Slovenského štátu by Ladislav Novotný, Bratislava, 1949, this stamp with the overprint in standard position was quoted at 1 Kčs. The quotation for that with a shifted overprint was 100 Kčs.

Consider some offers ranging from up to 5 Kč for this stamp with the overprint in standard position to about 17 times that sum for a shifted overprint ( http://aukro.cz/slovaquie-slovakia-...-retargeting ) and even 28 times for a more pronounced shift ( http://aukro.cz/slovaquie-slovakia-...-retargeting ).
