Also, this site indicates that a Contoller of Censorship was appointed in NZ on 2 September 1939, and seems to have swung into action immediately, so one would assume a similar (or slightly earlier) date here
Thanks Geoff. I have a cover from Estonia posted to the U.K. on 6 Sept 1939 but it has no censor mark. Estonia was neutral but the U.K. was at war, hence the question.
