These stamps come in many shades, including dark blue, cobalt, sky blue, light blue, etc. So the color cannot be a basis of an argument here.
As many catalogs mention, "inverted head" variety has been extensively forged using printer's waste. To confirm that it is a genuine variety, the stamp should be clearly postmarked on cover or on piece, or, if unused, expertized (I would advise an expert in Italy who can compare this stamp with his reference collection).
Sergio Sismondo? Well, his wife sold to me on DelCampe a couple of damaged (creased gum) stamps advertised as "fine-very-fine." I wouldn't buy from them again.
