I have over 130 of similar covers, some with stamps on the back some not. just looking for info as to the reason for the backstamps, who made the covers...etc etc etc..

My SWAG (Silly Wild-Assed Guess) would ordinarily be that the stamps on the reverse were to make the then-current first class rate.

But it may be more than that. I haven't the patience to check, but the hyperinflation of the 1980s might have left some of the featured stamps near-worthless, either de facto (inflation) or de jure (de-monetized).

As to "Official Holy Land Cover" ...
