He bought 6 items for $400 and hasn't paid so I checked his Feedback, notice he joined ebay in August

I've had those. It sucks though when the only thing you can do is leave "positive" feedback and comment in caps(like I have too) warning people not to buy from that seller. And then block them. Really shows how ebay's vaunted Feedback system works.....not!

I have trouble with this. If I buy a $2.00 stamp I have to pay before it is being shipped to me even though my feedback is flawless. How come you send a $400 stamp overseas without getting paid first? Just curious,

That is crazy! I am new to ebay and just a buyer. I was bidding against someone like this - you can't see their name, but can see their feedback. Very frustrating for your buyers. Are you able to block him from bidding? Not sure why ebay would want someone like this there.

I also had the issue with ebay that it was only allowing me to be winning 4 bids at once, even though I pay for everything at the auction close.

I definitely did not ship anything, but I was surprised that this guy could bid on my items because I have set my preferences to exclude bidders that have 2 or more "Unpaid strikes" in the last 6 months. I called ebay and the rep told me the account was under review and he had 30 "Unpaid cases" pending but not closed so he was able to bid.

The rep reported the bidder for me and I opened "Unpaid cases" and then blocked him. I think sellers should be very proactive in reporting bad bidders to eliminate this and other kinds of bad behavior.

30 unpaid cases?? The red flags should have been waving at ebay long before it ever got to that! Shows you how much ebay polices anybody.

30 open unpaid cases - he should at least be suspended pending the outcome - allowing him to still bid with that many cases is a bad joke

Yep, sellers get all the rules and the buyers can bid and...report they never received an item if you don't have or enter a tracking number and then your forced to refund their money..cash up front and a tracking number are your only way to go...hope things get better

I hate ebay members like this who bid and don't pay I have dealt with ones like him in the past and simply end up blocking them. I just blocked this guy to thanks for letting us sellers know. Sadly a positive feedback but with a bad comment in the feedback still counts as a positive feedback in ebays eyes. I would not leave any feedback, leogries123 should be banned from bidding on anything and thrown off ebay. Especially when the feedbacks are saying this WON 20 ITEMS - DID NOT PAY FOR ANY OF THEM! Please see other Feedback. Bring back negative feedback power to sellers!

I don't understand why, however. The thrill of the auction, and then the realisation that one has no money to pay for the goods? Strange.

I am pretty sure that neither sellers or buyers have a monopoly on jerks. The problem is, and always has been, that many humans are greedy and selfish.

ebay? They police their profits; they have a fiduciary responsibility to their shareholders. Sellers and buyers are a means to an end; if enough people stop using ebay THEN they might care. Nothing is new at ebay; they are a large corporation and behave like one.

The one thing that will get their attention is if profits/stock prices fall. And so far, this has not been the case. In fact, Wall Street gurus say things like "eBay's 10 year historical growth and profitability".

This indicates that the amount of complaining has not translated to large numbers of buyers or sellers refraining from using them.
