Please Could Somebody Satisfy My Curiosity Over These Two Chinese Stamps

I THINK the first one is of the Mongolian border area known as Meng Jiang. If that is correct, the measurement of 4mm would make it Type 1 and one of the scarcer issues. That makes me wonder of I have it wrong. Do I?c
The second is simply intriguing. It may be a run-of-the-mill cancelled junk with the addition of a commercial rubber-stamp overprint of no significance as the left symbol does not look (to me) like a Chinese character. But who knows? There were semi-autonomous states especially in the north. What do you think?
