Does anyone have any idea who printed this stamp, or what it was used for?

It looks British in origin to me, based on the numerous tiny icons.

What a handsome Cinderella.
Not seen that before.
Has the stars in the corner, as the Penny Black, the anchor of COGH, the ship of Brit Guiana, the crown and lion of the Empire.

The Eye is the curious one.

Looks like typography, the frame is damaged bottom right.

I'd say a bit of Hi Jinx from a very old Brit collector / Philatelist.

I think it was used by the designer as exactly that, a universal seal stamp
Adhered to the back of the cover, or where joins are, to indicate any tampering with the article.

(example senders often used stamps up and down the envelope where the flaps were glued.) as a preventative measure.
This Fellow / lass has taken it a step further.

Standard Letter Seals through the ages........
