I hate to hijack your thread, Dan, but I have a request for an ARA article myself. I am looking for Part 2 of William H. Waggoner's series of articles, "Taxes, Stamps and Tags Related to Cotton." I have parts 1 and 3, but I cannot seem to locate even the issue and page numbers for this particular article.

I don't even need a scan (if you're uncomfortable providing it); just the relevant issue and page information should suffice.

Unfortunately I can't help with that, but just as an FYI, the Riley's Fiscal Philatelic Literature Handbook can frequently assist when it comes to revenue article lookups.

I scanned and OCR'ed it for the ARA a few years back and it's available for free as a PDF download from the ARA website:
