It appears to have been cut to shape from an envelope.

Postal Stationery envelope cut-out. Depending on the detail could be anything from late 1850s to mid 1870s.

If you go to ebay and search for "India postal stationery" some of the envelopes will come up. That way you can see what the entire looks like and sells for.

This is a postal stationery cutout from either British India 1883 ½A Vic. turquoise green on white laid paper (laid lines running from left to right) envelope (Higgins and Gage B4/Lang EA8) (11.6cm×6.6cm) or less likely from Br. India 1886 ½A Vic. turquoise green on thin white laid paper envelope (H&G B4a/Lang EA9) (12cm×9.4cm).

So the dates given above as late 1850s to mid 1870s are incorrect.

Here are the complete envelopes.

Br. India 1883 ½A Vic. turquoise green on white laid paper envelope (H&G B4/Lang EA8)
(11.6cm×6.6cm)

Br. India 1886 ½A Vic. turquoise green on white laid paper envelope (H&G B4a/Lang EA9)
(12cm×9.4cm)

The Nagappattinam HPO combined date stamp and obliterator type with index letter was introduced in 1893 to selected Head POs/Sub POs which on average handled 1000 posted articles daily.

Here the Code Z (at the left of the date in the central band) is the index letter which indicates the specific mail dispatch time, (here 4 p.m. to 6 p.m.).

These index letters were first introduced in Br. India in 1881 but were systematically regulated in 1883 vide Rule 844 of the Indian Post Office Manual 1883.

Nagappattinam HPO was located in Nagappattinam (10.7656°N 79.8424°E), now in Nagappattinam district, Tamizh Nadu.

Would we be able to see the complete code, if available?
