They can be hard to find and expensive when you do get them. Have you tried asking specialist phlatelic book dealers like Pennymead (http://www.pennymead.com/)? Alternatively, patience trawling on ebay or abe.com.
If you just need listings on one of the P-Q countries, I'd try a philatelic reference library while you wait for a copy to become available for purchase.
