Cannot find it in my Scott Cat Vol 5 but there is an overprint A19, Scott 284 (offices of Turkish Empire)

As your article mentions, it is a kind of Cinderella stamp !

Cinderella
A stamplike label that is not a postage stamp. Cinderellas include seals and bogus issues, as well as revenue stamps, local post issues and other similar items (ref: Glossary SCF)

No, I don't think that it fits a definition of a cinderella.

Russian pre-revolutionary savings stamps were used on special postcards and are listed and valued by Michel catalog in a special BOB section for Russia. They are also listed in Russian catalogs (Solovyev, Zagorsky, etc.). Russian philatelists regard them as collectible postage stamps, on par with dues, registered postage stamps, German Embassy in Russia stamps, etc. They are part of any serious collection of the pre-Soviet Russian stamps.

If you are reluctant to use Russian catalogs because of the labguage barrier, get a new or used copy of Michel Russland Spezial catalog, it contains tons of valuable information, and is written in easy-to-understand German; even if you don't read German, more difficult terms can be quickly translated using Google.

These also have a full listing in the SG catalogue, SG 180-182, where they are described as postal savings bank stamps authorised for postage.

I'm sure Revenues are not considered to be Cinderellas,
maybe Don or Kirk can fix the glossary.

Hi Renden,

By "SG" I meant the Stanley Gibbons catalogues, in this case their Russia catalogue.
