What Does "Perce En Arc" Mean?

I came across the term in my German States album. I found the same term in both the Scott and the Michel catalogs. In the Scott it was at the top right of the column, where there is usually infoirmation about perforations. I am guessing that it means something like "roulletted." Am I correct?
