0.33 for Paypal
0.47 for shipping postage
0.01 for envelope
That leaves 0.09 to the seller for his time and effort, but the lister is an "experienced seller" with 30949 feedback score, but what do I know!

I looked at his other items, expecting to see non philatelic stuff. Turns out he has several stamp listings some at reasonable prices.

He is embarrassing himself with this listing. Someone needs to tell him so but I won't. Too many nasty replies in the past when I've done that.

Maybe he got paid $.10 to take the stamp so he has a nice $.19 cent profit.

No one has pointed out the essential fact that this is a precancel. I personally (and I doubt if I am the only one) take a slightly more liberal view of damage to precancels - provided the actual precancel is undamaged - than I would if I were valuing it as a stamp.

Using that rationale, you could give Scott a justification to raise the minimum value for stamps saying the minimum cannot cover paypal fees.

The calculations above are shortchanging the seller by a whopping 4 cents! ebay commission on stamps is only 6%, not 10%.

No. It's a flat 30 cents + 2.9%, which on a transaction this small makes it 33%.
