Recently went thru ephemera lot of long time high ranking White House Staff and found these. All I can tell dedicated to Bicentennial on Monaco and USA.

The stamps are a bit small to see what they depict but I have a feeling they were issued for the US bicentennial. It is most likely a souvenir folder issued on the same day as the stamp.

Looks like a special pack prepared for dignataries. There wasn't, I think, a standard miniature sheet, but Yvert lists perforated and imperforated "Blocs spéciaux sur papier gommé" for this issue. Could these be they?
