This is so far back in the book it's not listed. Let me tell you the story. Back in 1986 at the international stamp show in Chicago (actually in Rosemont)the Bureau of Engraving and Printing had an exhibit. In the exhibit they had a hand powered flat plate press. Using this they demonstrated how to print a stamp in 2 colors. This the preprinted paper that used to print the stamp. After printing the stamp they cut off the stamp and threw this in the trash and kept the newly printed stamp. I asked if I could have it and they said yes. So I think this is unique. This plate number is one in the series used to print revenues.
