What is the difference between these two stamps? They look the same to me.

Same design.

4001 is a serpentine die cut 11
stamp issued in panes of 20.

4002 is a serpentine die cut 8 horizontal coil.

Uboatnut is correct, #4002 is a Plate Number Coil and can come with plate number V1111.

There is also a self-adhesive booklet version of this stamp, Scott 4001a, with slightly different die-cut gauge (10.75x11.25). 4001a will have a single straight edge at top or bottom. The die-cut 11 stamp (Scott 4001) comes from 20-stamp panes rather than booklets.
