Is the same perforation situation as on the top horizontal side also found on the bottom horizontal side as well?

Note that the other stamp in your illustration is also perforated by a one-row H-comb. It just doesn't show any shift between strikes of the comb.

The red Centennial Postage Due stamps were all printed by Canadian Bank Note Co. The First, Second, and Third Issues, perf 12 by 12, were all line perforated. The Fourth Issue, perf 12.5 by 12, was entirely comb perforated using a one-row H-comb.
