Don't know where you came up with 1963 date. I would venture a guess that these are a lot later in issue.
I have 3 catalogs that go to the end of 60's and your items do not show up. I would put a $6-10 range on the bottom one, and $10 plus on the "Specimen" one. These are just guesses.

These have the same stamp design as SG17, the 10 rupee top value of Dubai's first set issued on 15th June 1963.

OK, further research. As near as I can find Dubai never issued a 10R airletter sheet. Yes, the first STAMP issue had it as the highest value in the first series. The airletter sheets came out at 20NP, 30NP and 40NP values on the same date as the item above came out in the "stamp" category. In 1969, Dubai shifted their currency from "R and NP" to d, so subsequently all issues after that were in that denomination. As, mentioned previously, H&G catalog shows air letter (letter sheets) through 1965. NO issue had this design. WEBB'S Aerogramme catalog shows through 1969. Again NO issue with this image.
SO, I can only guess that these items were printers examples of what could be, hence the SPECIMEN overprint on all of these three items.
Pricing would be different on these, as they may be collectibles to those that want items that have "Specimen" printed on them.
I have several phone calls out to high end collectors of postal stationery items. If I ever hear back differently I will let you know

Q/ Could the SPECIMEN overprint not suggest that these were prepared for the UPU, and never issued?
