I have just got these 2 cards from Canada to the USA addressed to the same person. Both were short paid 2 cents. One is charged 4 cents which is correct but the other is charged 6 cents as if it was a letter underopaid by 3 cents.

I am almost 100% sure that in the UK the message on a split back card had to be confined to the message half. Otherwise it was treated as a letter. On the card charged 6 cents three lines of the message strayed into the address half. (I am ignoring the "Reced ...) at the bottom

My question is di this apply in Canada in 1949. If it did it would explain th edifferent charges.

You are correct on the upper card. 4c due, twice the 2c rate. On the lower card, the 6c due is caused by the extension of the message into the address area, thus subjecting the card to twice the letter rate of 3c.

Thanks for that. It was what I thought. A small point the 4c due is twice the definiency between the 1c paid and the 3c post card rate. The letter rate at that time was 4c so twice the deficiency of 3c = 6c. I guess that was just a slip of the pen (key board).

You are right on the 1943 rates. Credit was given for the 1c payment in both cases.
