Are they not postmarking mail that goes through the mail now? I noticed on the past few pieces of mail I have gotten no postmark--I was specifically looking for one as I had a letter arrive much later than it should have from a nearby state. If this is the case, how is the post office going to know that a stamp has already been used? And how will collectors know the stamp is actually used?

Getting no postmark happens sometimes (and it has gotten more common the past few years).
