these were issued in the latter stages of WWI in the regions of Slovenia, where a grassroots movement had begun to separate and unite the Slavic regions of the crumbling Hapsburg Empire into the State of Slovenes, Croats and Serbs, which was united with Serbia after the war to become the Kingdom of Serbs, Croats and Slovenes; later re-named Yugoslavia. (narod sebi translates roughly into "a nation itself")
