What Am I Doing Wrong With The Image Optimizer?

Howdy- Trying to post photos to my album topic, when I use the optimizer I get the left image below 200kb, hit Download Image below the left side image and nothing happens to attach it to my posting. A dialog box opens at bottom of the screen with Save or Open options. I have tried both and nothing occurs, I just get a view of the photo and that's all folks. Obviously I am missing some final step here. Hints?

After you download and save the optimized image to your computer, go back to your reply and click upload image.
