The nice thing about stamp collecting is that there is no "right way." You collect what you want, the way you want and what you can afford.
There are probably as many ways to start a collection as there are stamp collectors but I will tell you what I do.
When I begin a new area of collecting, I usually try to purchase a relatively inexpensive collection that looks like the collector took care to collect. Of course, most of the key/expensive issues will be missing.
I then mount the stamps in Steiner pages
http://www.stampalbums.com/(I use black split back mounts). I check each stamp against the catalog to see if any errors were made (we all make mistakes). Using the catalog also gives me a better feel for the area (variations, key stamps, definitive series etc.)
When that is finished I start to fill in the holes and upgrade any stamps that I think need improvement.
This method cuts down on the number of duplicates I end up with. Some people like to dig through piles of stamps. That can be fun too but I already have too many piles of duplicates to do that anymore.
