This is puzzling...

A new seller named 'pan_pacific' has popped up on the radar screen but the account/listings does not have the typical 'cartel' indicators (item location, images, etc.)

Yet there is the typical 'sharing of material'

Pan_pacific has been a member since Aug 2016 in the UK. Sounds like our old friend to me with the MO altered slightly.

Is it my poor eyesight or does the image in the cert not match the image of the stamp for sale in this last example? If so, Is that typical of the main risk with these cartel sellers or is it shill bidding or both?

I think it is the same pair, with the top right corner perf of the pair having sustained a bit of minor damage compared to the photo. There do seem to be enough other points that are the same.

No one in his right mind would sell a MNH 233a on ebay starting at 5 cents to begin with; even as a scan it's apparent that it is an ultramarine shade.

If in doubt as to whether it's a cartel member as it has a US address, first look to see whether the city/town where it is located sounds European, then look to see the sellers 'purchase' history. If you notice most purchases are from places in the UK then you will see the address is a ruse.

I have purchased some nice lots from special_delivery. If you are blocked it could be for valid reasons such as previous non-payments or ebay strikes. Or you may be blocked by region if you are in India. I do not accept bids from India on the rare occasions when I sell my duplicates on ebay.
