It's in Japanese, and says something like: "One nice day one stamp collector somewhere far away is going to read this and think it tells a nice story - ha ha ha!"
@Hornet - Joking aside - that's some beautiful covers you've got! Can't help on the translation tough
They're both to the same person: a Father or Rev. Phelan(?) at an English Language (something or other - I can't find the character in my modern Japanese dictionary).
Both cards are local, probably within Tokyo, and are addressed to him at Myoga-cho, Koishikawa, in what is now Bunkyo Ward of Tokyo.
The backs are in old cursive script, which I try to avoid.
