Tap lightly with clean dishcloth and place face up on a freezer bag, and a clean piece of paper on top, and place the "sandwich" inside a book for 2 days. It will come out flat and the best condition possible.
I seriously think scanning this stamp at any PSI will not help I'm with you Rod it needs a serious bath and once in the water the Mark will appear. I use warm water as it tends to lift any hard grit and dirt when soaking, when a lot of stamps are soaked I place the stamps on an ironed pillowcase fill up 1/2 and then fold over to cover the stamps. Lucky I'm in Brisbane carry them out side books on top and dried in Minutes
