Although this site does not have specific information related to the Montreal Gazette building, it does have some amazing scans of large multiples of the Small Queens with associated perforation measurements and dates. You may be able to extract information you need from these pages if you drill down thru Canada, then Large Small Queens.

On the http://www.dglphilatelics.com/sq_10c.html link, if you scroll down to the Second Ottawa printings 1889-97 section, you will see the 10c Strip in Brown Red, perforated 12.0x12.2. Being the last one he shows, that would indicate (to me) that it refers to the 1895-1897 printing.

No where does he indicate a Montreal Gazette printing.
